click on whetheather. >> there will be a bunch of new laws in maryland. kim dacey has more with what we can expect. >> on tuesday, a dozen new state laws will go into effect. some were highly discussed. others you might not know about. one allows gay couples to marry as of january 1. another new law states baltimore city elections will now be held in the same cycle as the presidential elections. that means current officials will get an extra year in office. for veterans, the department of veterans affairs will be required to give out their status. another new law will make it easier to protect kids and disabled adults from identity theft.. a parent or guardian can freeze their credit report. advocates say they hope it will protect foster children. they are especially vulnerable. >> we are hoping that the credit bureaus and the department of human resources will be able to get to some data sharing so they can freeze them or stall them as well as help them to get access to their credit report. >> maryland is the first state to pass a law allowing minors the ability to freeze their credit

bad law taking effect which is increasing tax rates on everybody, huge increases on capital gains, massive increase on dividends. this is destructive. i see my mission in part to try to absolutely minimize the damage. unfortunately, i don't have the ability to repeal that law and the democrats control two out of the three parts of the elect ared government. i will fight as hard as i can to minimize this damage. but i got to be honest with you, i mean we got a pretty tough hand to deal with here. and we can't just change that law by ourselves. >> sean: it seems to me senator johnson three things that maybe the president hasn't thought of. number one if the president goes over the fiscal cliff on his watch the optics are not very good for him. while he may think there is an advantage here when the country sees its taxes go up then he comes in as the guy that is the tax cutter. has he tored in the republicans -- factored in the republicans have control of the budget with the debt ceiling? >> i think the president is beginning to see the long-term consequences if we do increase taxes.

in a couple of days, the losses of every american's paycheck will get a lot smaller. -- the law assays that every american's paycheck will get a little smaller. but congress can prevent it from happening, if they act now. we may be able to reach an agreement that can pass both houses in time. but if an agreement is not reached on time, then i will urge the senate to hold an upward bound to vote on a basic package that protects the middle class from an income tax hike, extends vital unemployment insurance for americans looking for a job, and lays the groundwork for future progress. such a proposal could pass both houses with bipartisan majorities, as long as these leaders allow to come to a vote. if they still want to vote no, that is their prerogative. but they should let everybody else vote as well. that is the way this is supposed to work. we cannot afford a politically self-inflicted wound to our economy. the economy is growing. the folks you sent to washington have to do their jobs. the housing market is healing, but that could stall if folks are seeing smaller paychecks. unemploym

at new york state's law, it's a concealed to carry license which means you're not supposed to let anyone know you actually have a gun on your person, and if you do or it's brandishing, unless you absolutely need deadly physical force, you could lose your license through revocation. what the paper just did is do the opposite of what the law tells the pistol licensee to do and now everybody knows where they are and put a lot of families in danger by doing so. >> on the other hand, this is public information. it can be gotten by anyone who goes through the trouble. the paper i guess made it easier. >> they did, made it quite easier. i believe our forefathers when they wrote that in early 1900s here in new york state they weren't counting on google earth to actually come into play with that. the list can be published, but not in such a manner. 40% of that list is retired law enforcement. i actually saw some women who i knew that have order of protections from their spouses and they were really beaten pretty badly and now their lives are in danger because they printed their names. that and la
